The Black population in America has provided a reliable voting bloc for Democrats, and are rewarded by expanded government programs and services targeted to their community. Democrats have historically committed voter fraud with this population group by bussing people around to vote multiple times at different polling locations, having felons vote (illegal except in VA), dead persons voting in order to swing elections in their favor. Without this voting bloc, Democrats would lose seats in local, state and federal elections.

As long as the Black population believes this, the Democrats maintain control of this important voting bloc though they make up only 12% of the population.
